The city of Oulu is the legal authority of public transport in the region that includes the municipalities of Ii, Kempele, Liminka, Lumijoki, Muhos, and Tyrnävä as well as the city of Oulu. Decisions on the region’s public transport are made collectively. Oulu’s head of public transport together with their administration team are responsible for presenting their prepared concerns to the regional public transport division and for implementation of measures made according to the division’s decisions.

Regional public transport division is responsible for operative policies and decisions within the funding offered by Oulu’s community board. Funding policy made by the community board need Oulu’s local government’s approval. Ii, Kempele, Liminka, Lumijoki, Muhos, Oulu, and Tyrnävä are each responsible for their own region’s assessment of service levels.

The regional public transport division includes 13 members. Seven representatives from the city of Oulu, and one from each surrounding municipality.

According to the division’s decision, the brand name of the region’s public transport used since fall 2022 is “Oulun seudun liikenne”, briefly OSL. (Oulu region transport).
