Nobina Oy has won the tender for operating OSL lines 4N, 20, 20B, 20K, 21, 21A, 22, 22A, 23, 23K, 26, 26B, 28, 28K, 29, 29M, and 29T. The contract period begins on June 7, 2027, and is valid until June 3, 2035. If the option period is exercised, the contract period will end on June 3,2037.
Contract value
The value of the Traffic Agreement for the entire contract period, including the two-year option, is 52 million euros (VAT 0%).
Vehicles included in the contract
The buses operating under the contract will include stop announcements and stop displays based on real-time tracking. On the new, larger screen, passengers will see not only the next stop but also a few upcoming stops and the final stop.
The contract includes a total of 24 electric standard buses. The backup buses will be powered by biodiesel and electricity.
Number and Comparison of Bids
Three operators submitted bids: Koiviston Auto Oulu Oy, Nobina Oy, and Oubus Oy. All offers met the eligibility requirements. The selection criterion was the most economically advantageous offer. The most economically advantageous offer is the lowest in price and meets the minimum service requirements described in the request for proposals, such as technical performance and professional competence.
