Assessment of service level

The Head of Public Transport together with their administration team are responsible for the design, implementation, and supervision of public transportation services. The design is based on assessment of service levels.

Public transportation service level defines the best possible service in each area while considering travel needs and available funding. Assessment of service level is not an action plan but a guideline for public transportation implementation. Factors that influence service level are population density, the extent, the needs, and the development of the area’s services and economic life among other things.

The assessment of service level is prepared together with different actors in the area to be presented for approval to the member municipalities and the city of Oulu. Each member municipality and the city of Oulu decides on their own service level. The residents of the area participate in the assessment of service level.
